In the years since obtaining her post graduate qualification in Law, Janine has held a number of Community Safety roles, specifically focused on reducing anti-social behaviour and criminality in communities, as well as supporting victims and vulnerable people. Between 2008-2013, she managed a large Community Safety team within a Midlands Council, completing a full service review, implementing new policies and leading the team to local and national acclaim. During this time she also assisted the Home Office on a number of initiatives, including delivering national training on community safety, being part of the Home Office ASB Squad and undertaking peer reviews as part of the Ending Gang and Youth Violence work.

In 2013, Janine started her role as Managing Director of a national, not for profit, membership organisation. With approximately 280 members, made up of housing associations, Councils and Police Forces, Janine led a team which worked to share, develop and influence best practice in relation to community safety and ASB.

Janine has also managed a legal and governance department within a housing organisation. This experience means she has a strong understanding of social housing regulation and risk.

When working with her clients, Janine always aims to deliver high quality services that supports and develops effective ASB service provision.

Outside of her ASB work, Janine is a lay member for both the Scottish 1st Tier Property Tribunal, hearing cases related to private sector tenancies, and the Bar Tribunal, hearing cases where Barristers have breached  conduct rules.


Janine is a key contributor to national policy and legislation. She provided evidence to shape the ASB, Crime and Policing Act 2014, the biggest overhaul to community safety legislation in recent years. She has supported a number of national forums, such as the Home Office ASB Advisory Group and the UK Collaborative Centre for Housing Evidence. She has worked with organisations such as the Association of Police and Crime Commissioner, the National Police Chiefs Council and the Civil Justice Council to influence the work they do around community safety and ASB.  She continues to sit on advisory boards for a number of universities, providing guidance and direction on academic research. She has also delivered guest lectures for Criminology students. As a qualified trainer and public speaker, Janine regularly speaks at, and chairs, national conferences on a range of subject matters.

Janine is also a member of the West Midlands Police Ethics Committee, providing advice to the Chief Constable and PCC on the use of Police data.

Janine also acts as a Subject Matter Expert for the Met Police, advising on the use of civil interventions to tackle serious crime and other national priority issues.

In January 2021, Janine published her first ASB textbook – Effective ASB Case Management Principles: a guide for social housing providers – available to purchase exclusively on Amazon.

Janine is a proud Board Member for Women in Social Housing (WISH), a national networking group that provides personal and professional development workshops to women working in the sector.
